Who Can Request Death Certificates

Virginia restricts access to recent death records. Certified death certificates for deaths in the past 25 years are available only to immediate family members, legal representatives, and certain authorized parties. Immediate family includes a spouse, parent, child, or sibling. Attorneys acting on behalf of an estate, funeral directors, and some government officials also have access. After 25 years, records are public and open to anyone.

Valid ID is required with every request. A current state-issued driver's license or ID card is the standard. Check the VDH ID requirements page for alternatives. You must also indicate your relationship to the person who died on the application form. The VDH FAQ page has more information about eligibility and the application process.

Fees and Processing

Each death certificate search costs $12.00. This fee is charged per search, not per record found. There is no refund if no record exists. One certified copy is included in the $12.00 if a record is located. Each additional copy costs $12.00. Amending a death record costs a separate $10.00. A certified copy of an amended record totals $22.00.

Historical Records in Frederick County

Frederick County is one of Virginia's oldest counties, and it has a rich collection of early records. The Library of Virginia holds death records for Frederick County from 1853 to 1896 on microfilm. These are public records, available for free viewing at the Library's archives in Richmond. The Library also lends microfilm through its inter-library loan program, which ships reels to libraries across the country at no charge for 28-day loans.

A gap in Virginia's statewide registration exists from 1896 to 1912. During that period, Frederick County may have kept some local records, but state-level registration was not in effect. Church registers and cemetery records from that era can help fill the gap. The Frederick County circuit court holds wills and estate records going back to the county's founding in 1743, which can provide genealogy clues when official death records are not available.

The VDH genealogy page explains how to access indexed death records from 1912 to the present. Deaths more than 25 years old are public, and researchers can request them through the online vital records index or in person at the Richmond office. The Handley Regional Library in Winchester also maintains local history and genealogy collections that may support research into older Frederick County deaths.
